It can feel like the purpose of government is to impede progress with layers of regulations, sometimes slowing the flow of business to a crawl with unnecessary bureaucracy. Once in a while, though, from the perspective of private business, the government gets it right.
By Steve Bittenbender As the Transportation Secretary waits on the findings from a task force looking at how to establish a registration system for unmanned aircraft, a public policy organization is calling on Congress to take additional action to help make the skies safer. The American Leadership and Policy Foundation said Congress should consider requiring background checks performed on people who purchase drones and the components to make such unmanned machines. A licensing and certification process also should be examined.

Reston, VA, November 18 - Brillient Corporation, a fast-growing provider of technology, business solutions and mission support services to the Federal government, has commenced performance on a prime contract with the Department of Homeland Security (DHS) U.S. Citizenship and Immigration Services (USCIS) to provide National Records Center (NRC) and File Storage Facility (FSF) Records Operations Support Services (ROSS). The contract has a one-year base period with four one-year option periods and is valued at approximately $163 million, inclusive of the options.

McLean, VA November 3 - TWD & Associates, Inc. (TWD), a communication and collaboration solutions provider, today announced that it has been awarded a Department of Homeland Security (DHS) Joint Engineering Teams-Sustainment (JETS) prime task order through the DHS EAGLE II contract vehicle. The task order is to provide agile development and maintenance capabilities to help sustain the U.S. Citizenship and Immigration Services' (USCIS) mission-focused Records System Portfolio. The task order is for 54 months and has a potential value of $98.8 million. 
Stony Brook, NY, November 4 - Applied DNA Sciences, Inc., a provider of DNA-based supply chain, authentication and product identification solutions, anti-counterfeiting and anti-theft technology, and product genotyping solutions, announced that the U.S. Defense Logistics Agency (DLA) has awarded the company a one-year extension of its current contract through November 12, 2016.
Reston, VA, November 3 - Leidos, a national security, health, and engineering solutions company, was awarded a prime contract by the Defense Advanced Research Projects Agency (DARPA) to provide research and development in support of Phase 2 for the Shared Spectrum Access for Radar and Communications (SSPARC) program. The single-award cost-plus fixed-fee contract has an eleven month base period of performance, an eleven month option, and a total contract value of approximately $14 million, if the option is exercised. Work will be performed primarily in Arlington, Va.
Fort Worth, TX, October 29 - Lockheed Martin announced today that Jeff Babione has been named the executive vice president and general manager of the F-35 Program, effective January 1, 2016. Babione succeeds Lorraine Martin who has been appointed to the newly created position of deputy executive vice president, Mission Systems and Training (MST).

According to Bobby Brown, VP for Homeland Security, Telephonics business units include a Maritime Surveillance unit, a Communications unit and an Integrated Surveillance Group, which produces a ground-based Advanced Radar System (ARSS), with 1,600 systems deployed globally.  In recent years, Telephonics has collaborated with Customs and Border Protection to develop a package called the Mobile Surveillance System (MSS) that includes ground radar, pan-tilt cameras and a C2 system, with 44 systems presently in CBP’s inventory.
