GSA is re-thinking its HSPD-12 implementation strategy

The General Services Administration (GSA) is gathering information from government agencies as well as current and potential vendors of products and services related to the implementation of Homeland Security President Directive 12 (HSPD-12) -- about personal identity verification, or PIV – so the GSA can develop its procurement strategy for 2011 and later.

GSA’s integrated technology services unit, based in Fairfax, VA, issued a “sources sought” notice online on July 13 which solicited input from the public and private sectors by July 28.

“GSA plans to evaluate different acquisition scenarios that my include government furnished systems managed by an integration contractor, government-owned and operated services, contractor-owned-and-operated services, or some combination of the three,” said the notice.

GSA noted that it currently provides “end-to-end HSPD-12 PIV-related services” to about 80 federal departments, agencies, boards and commissions, as specified on GSA’s IT Schedule 70.  These services include enrollment and registration, systems infrastructure, card management and production, card activation and finalization, and systems integration.

“GSA is also seeking information about alternative models and solutions for providing these services,” the agency added.

Interested parties have until July 28 to submit their views and recommendations.
