TSA to buy TDP for an explosives detection system exclusively from Morpho Detection
TSA has decided to award a contract worth almost $1 million to Morpho Detection, Inc., one of the two qualified manufacturers of “medium speed explosive detection systems” (MSEDS), for the technical data package for the specific system that Morpho supplies. The other manufacturer on the Qualified Product List for this type of detection system is L-3 Communications, Inc.
“Only the equipment manufacturer can install the MSEDS to TSA specifications due to the complex and proprietary nature of the equipment specifications,” explains a limited sources justification document issued by TSA’s offices of security and acquisitions on July 2.
TSA’s solicitation process was designed to establish a method to competitively procure explosive detection systems (EDS) that support different airport volumes and operating requires, says the agency’s notice.
TSA said it is in the process of soliciting prospective vendors for three distinct groups of EDS -- reduced-size, medium-speed and high-speed. “TSA has prepared new screening detection standards based on known and/or anticipated threats to the traveling public,” said the notice.
